Representative of the Expert Service of the Commission for Protection of the Right to Free Access to Public Information, on July 7 in Skopje, took part at the round table “Are the new Technologies Encouraging the Active Participation of the Citizens?” held as part of the Project for Decentralized Cooperation between Lower Normandy and Macedonia.
 The aim of this work meeting organized by the Foundation “Metamorphosis” was to share the experiences in the area of encouraging the active participation of the citizens by applying the new technologies, based on the experiences from Macedonia (goo examples and lessons learned), between representatives of the local self government, the NGOs and the development sector.
The Concept of introducing of the information-communication technologies (ICT) includes the using of these technologies in three spheres of the public activities:
– Relations between the public institutions and the citizens’ sector;
– Functioning of the public institutions in each phase of the democratic process of one country (electronic democracy);
– Public service offers (electronic public services).
This process of implementation of the ICT in the area of citizens’ participation in the Republic of Macedonia, contributes to the strengthening of the relations between the public administration and the society, which eventually results in a stronger, more transparent, more responsible and more inclusive democracy.
The e-service represents a service that offers a given entity (state institution, company) to the final user via electronic means. This enables the correspondence citizen-institution to be performed faster, more efficiently and with a higher degree of responsibility.
From the aspect of enabling access to the public services (electronic public services), through the presentation of Nade Naumovska, project coordinator of the legal program of FIOSM, the web portal of the Commission for Protection of the Right to Free Access to Public Information, www.komspi.mk, was pointed out. This portal enables a fast electronic access to the data on the information holders, to the forms for submitting request, complaints, in order for the physical and the legal entities to fulfill their right to free access to public information.
Out of the large number of experiences and ways of implementation of the modern IC technologies that were presented at the round table, we can conclude that by applying these technologies, we are significantly stimulating and facilitating the citizens’ participation, which contributes to creation of a more open public administration and to a strengthening of the democratic pillars of the society.
