As holders of the local authority where the citizens are directly realizing their rights and interests, the municipalities can significantly contribute to the implementation of the Law on Free Access to Public Information, even more because they perform public authorizations and public interest activities (in accordance to article 3, line 1).
Starting from this fact, we make this appeal to help us determine the information holders in the territory of your municipality. For this purpose, we ask you to deliver information to us for the registered institutions that are actively functioning in your municipality (public enterprises, health care and educational institutions, judicial organs, as well as legal and physical entities that perform public authorization, article 3, line 1 from the Law on Free Access to Public Information). By doing this, you will be of a great help to us in the further more precise registration and updating of the List of Information Holders, that is not yet complete and according to the legal obligations it needs to be permanently updated.
We are stressing that, even after two years from the start of the Law on Free Access to Public Information, certain institutions have still not completed their legal obligation from articles 8 and 9 from the Law on Free Access to Public Information, which demands them to appoint one or more official persons for mediating public information, as well as to publish a list of information in their possession.
